Provide Acquisition Program Management support to a Government lead and team that:
Provides acquisition strategy program management services to senior management.
Works across directorates to help the Government coordinate development of new and/or modified/enhanced capabilities for operational use.
Provides technical guidance on programmatic matters related to lifecycle engineering.
Provides program management guidance in service frameworks and models, agile engineering processes, and industry best practices.
Additional Responsibilities May Include:
Provide technical, financial, schedule and risk management support to the project, program or Program Management Office (PMO).
Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.
Provide programmatic risk assessments, mitigation strategies and risk burn down plans to achieve the desired program results.
Support coordination of cost estimates and technical work scope with the PMO and appropriate project or program teams.
Interface with all organizational areas, end users/customers and with both foreign and domestic agencies to identify and mitigate risks, develop and manage budgets, create and maintain schedules that ensure technical results and program performance.
Recommend programmatic optimization, synchronization and efficiencies, as well as identify planning gaps and shortfalls that affect the delivery of engineering services and technical results.
Provide program management support to management in strategic business planning, business development activities, product concept development and Information Technology engineering.
Provide immediate, near, mid and long term programmatic assessments of GEOINT Services and Portfolio Programs to ensure mission objectives are met.
Ensure programmatic alignment and adherence to the Vision and Portfolio Priorities and Objectives.
Support the development, coordination and governance management of Request for Change (RFC’s) and Engineering Change Proposal (ECPs) requirements documents.
Ensure the technical maintenance and configuration management of program and project plans, Concept of Operations (CONOPS), and architecture diagrams and other key program documents.
Provide decision support analysis, leveraging techniques, tools and models, to influence the definition and delivery of GEOINT Services and Portfolio priorities and objectives.
Support the preparation of briefing packages for the Acquisition Governance Process and other related governance boards.
Support the coordination of program management between the Engineering Divisions, Offices, Directorates and the five Portfolio elements.
Support Steering Groups, Advisory Groups and Governance Boards.
Support relationship management with the five Portfolio Managers (Pfm’s), Portfolio Leads (PIL’s) and Capability Portfolio Managers (CPM’s) as defined by the specific acquisition program/project.
Support cross functional/cross geographical team meetings.
Assist in developing and providing responses to taskers and other requests for program information.
Maintain PMO artifacts using approved software, tools and processes.
Provide acquisition program management expertise in lean six-sigma strategies and execution; working knowledge of agile methods, practices and execution; or working knowledge of Scaled Agile Framework (SAFe) methods and applications.
Provide validation and verification of various engineering results and deliverables to ensure the highest quality and traceability to requirements.
Bachelor’s Degree in, Information Systems, Business or a related field.
Project Management Professional (PMP) or equivalent certification with knowledge of Project Management Institute (PMI) tools and techniques.
M.S. Degree in Engineering, Computer Science, Information Systems, Acquisition, Business Administration or equivalent.
Demonstrate specialized experience in acquisition or project management in terms of cost, schedule, performance, and risk management.
Demonstrate technology planning experience which addresses opportunities in the defense and intelligence communities.
Demonstrate an understanding of the geospatial intelligence mission and its contributions to the Intelligence Community.
Experience in managing Cost plus Fixed Fee, Cost Plus Incentive Fee, Cost Plus Award Fee, Firm Fixed Price, Time and Materials or Indefinite Delivery/Indefinite Quantity type contracts.
Experience with developing and executing agile-based governance structures and processes.
Experience in lean six-sigma approaches and execution; working knowledge of Agile methods, practices and execution; or working knowledge of SAFe methods and applications with demonstrated results.
Experience tailoring and using both Agile and Waterfall development methodologies to support acquisition planning, execution, integration and transition to operations.
Experience with the identification of technical issues and proactive communication of possible impacts.
Experience in Cost/ Price analysis, cost estimating and financial management.
Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.
Experience in performing validation and verification of various engineering results and deliverables to ensure the highest quality results against customer requirements.
Experience in Department of Defense (DoD) and/or NGA acquisition processes.
Understanding of Department of Defense (DoD) and/or Intelligence Community (IC) Configuration Management (CM) processes.
Experience with developing and validating system roadmaps, project plans and mission capabilities.
Customer-service and goal oriented.
Work independently and as a team member under tight deadlines with changing priorities.
Excellent oral, written, and electronic communication skills to include proficiency with MS PowerPoint, Office, and Excel.
