We are seeking a Project Controls Specialist to join our team in North Vancouver, BC.
The incumbent will be part of a functional team that is responsible for the processes and tools used to initiate, plan, control and mitigate cost, schedule issues and risk events that may impact the organization's projects. He/she will accountable for data gathering, information management, analysis and the continuing maintenance/development of tools used to predict, comprehend and constructively influence and ensure successful executions of projects. The incumbent will advise on project management and project controls best practices while supervising the complete lifecycle of a project with direction from either the Project Manager or the Project Management Services Team Lead, as per his/her assigned project(s). Dependent on the size and complexity of assigned project(s), the Project Controls Specialist may also be required to supervise and provide guidance to the Project Controls Team, on his/her assigned project(s).
Key responsibilities include but are not limited to
Leads project planning through the development and communication of project control plans and processes;
Prepares the Work Breakdown Structures (WBS) for control and integrity of work to be performed as defined by the project contract;
Ensures that project and resource planning and scheduling are in conformance with the organization's project controls standards and other requirements;
Assembles and compiles schedules, cost data and inputs into the project controls database;
Oversees the collection of measurement information, including but not limited to resource, cost, schedule and physical progress for assigned projects;
Monitors, tracks and evaluates cost, resource, schedule and earned value performance on assigned projects;
Analyses variances and trends in cost and schedule performance, communicates them to project managers and provides recommendations for action if needed;
Creates and maintains project risk registers and evaluates and tracks project contingencies;
Monitors and ensures the accurate reporting of earned value (EV) methodologies including but not limited to Schedule Performance Index (SPI) and Cost Performance Index (CPI) on assigned projects;
Assesses remaining work, selects forecast procedures and calculates estimates-to-complete on assigned projects;
Provides input and assists project managers in identifying, administering and implementing change management processes and procedures on assigned projects;
Interfaces with sub-contractors and any other relevant external stakeholders and updates systems with current and remaining commitments; and
Performs other duties as required.

Qualifications and Skills Required
Completion of post-secondary education in engineering, business, project management, construction management or related field
Minimum 7 years' previous relevant experience in a similar project controls role or equivalent. Experience in the A/E/C industry an asset
Project Management Professional (PMP) certification or willingness and ability to obtain
Thorough knowledge and understanding in cost control management (Earned Value Management), project and resource planning and risk management for projects of various sizes
Familiar with guiding references from the Association for Advancement of Cost Engineering (AACE), Project Management Institute (PMI), and EIA (formerly ANSI) 748 standards
Proficient in scheduling software MS Project and Primavera P6
Proficient in cost processing and control software like PRISM, Aconex, or equivalent
Proficient in ERP or financial management systems. Experience with Deltek Vision an asset
Superior planning and organizational skills combined with the ability to work under pressure on multiple and competing deadlines
Advanced computer skills in Microsoft Office Suites (Word, Excel, PowerPoint, Outlook)
Excellent written and verbal communication skills
Service-oriented and collaborative attitude with a relationship-building mindset and ability to develop and maintain relationships with a wide range of stakeholders
Strong analytical and decision-making skills with a proven ability to multi-task, focus, problem solve and adapt to changing priorities
