Under the general direction of the Executive Director, the Sr. Education Policy Analyst provides analysis, research and recommendations focused on critical education issues. This position focuses on a variety of administrative and policy support duties for the Executive Office, researches and analyzes issues in education using complex understanding of education field, assists Executive Director with data analysis, project management and strategic planning for the organization, and assists with Board leadership development and meeting planning.
Essential Duties & Responsibilities
Assists with strategic planning and project management of organizational projects and programs.
Attends, participates, and represents CSBA on external committees, board meetings, commissions, councils and advisory groups.
Assists with the planning, development and execution of meetings, projects and tasks concerning the Executive Committee, Board of Directors and Delegates.
Monitors changes in regulations, legislative issues, education policy trends and innovations.
Assists in the development, collection and analysis of surveys, focus groups, and other data collection.
Analyzes and synthesizes reliable research on complex issues in order to produce education policy white papers, policy briefs and advisories, manuals, news items, articles, and other publications as necessary, based on the issues and the needs of CSBA, and written in a clear and concise manner.
Works with Communications staff to develop content for online discussions, webinars and other multi-media presentations.
Maintains current understanding of education industry, from state laws to local district politics.
Able to make connections between issues, trends, and current events and prepare and present advisory positions to the Executive Director.
Monitors changes in association markets and technology that may affect Association or departmental operations; implements policy and procedural changes as required.
Researches complex issues and prepares papers, presentations or policies based on the issues and the needs of CSBA, both now and in the future.
Assists with writing, editing, proofing and revising articles, publications, and other documents for the Executive Director and other senior CSBA staff.
May be assigned a variety of complex project work that may require collaboration with many other CSBA departments.
Represents CSBA internally and externally using the CSBA Staff Values in all situations.
Facilitates and/or participates in Taskforce meetings, internal committees, online discussions, and webinars.
Contributes to the Association’s overall agenda, including its organization and strategic development goals and objectives; participates in the short and long term strategy and direction for the department; serves on Association leadership teams.
Establish relationships with external partners and key stakeholders. Participates in the development and implementation of goals, objectives, policies and works on short and long term strategy and direction for the department.
Establishes appropriate relationships with legislative, political, intergovernmental, media/communications contacts.

School Board, School District and County Board organization and work.
California’s Education System, overall Education Policy knowledge with focus on achievement gap.
Experience working with school boards, school districts and county boards of education. A working understanding of California’s education system, governance and education policy.
Federal, state, and local government organizations, research methods and techniques, including planning of studies and investigations, statistical procedures, general principles, concepts and terminology used in research.
Research experience, including both qualitative and quantitative analysis.
Curriculum, school finance and/or other state education issues.
Project Management practices and procedures
Administrative principles and practices, including goal setting, program development, implementation, and evaluation.
Demonstrate experience in education policy research and analysis, general program research and analysis, event planning and coordination and communications, presentation and facilitation.
Effectively compose and complete extensive written assignments, and present findings to top management, public groups and/or boards of directors.
Analyze legislative and regulatory proposals.
Work with and develop boards
Plan, coordinate and facilitate meetings and events around complex education issues.
Research, analyze, and write reports and advisories on education issues in K-12 education.
Demonstrated ability to establish and maintain effective working relationships with a diverse population.
Write and research policy papers, white papers and policy briefs.
Maintain high standards with regard to content and form of written work.

Education & Experience
Any combination of training and experience equivalent to a Masters degree or higher with major coursework in education leadership and policy analysis, public policy research and analysis, government, political science, or related field or equivalent education and/or experience in the area aligned with the study of the condition of children as they relate to student achievement and two(2) to five (5) years of experience in education policy research and analysis, significant social science or related research and research publication experience. Project Management certification desired
