To effectively development and control project cost estimation, project scheduling, budget, progress, and financial control of large, complex capital projects. This person will be responsible for improving capital stewardship by improving capital efficiency (increasing revenues a.o. from demolition, decreasing expenses and reducing the capital employed).
In general he/she works closely together with the Senior Project Manager, who operates within principals system and organization.
He/she is responsible for effective project control of large and/or complex projects, including project cost estimation, project scheduling, project progress control, forecasting, budget- and financial control.
Senior Project Manager, Principal, Project lead engineers and team members, and/or Plant managers and Managers Technology Staff.
International engineering contractors, hardware suppliers, vendors, construction contractors and consultants. Referent within his branch (e.g. DACE, AACE etc).
Reporting relationship: He/she reports to Senior Project Manager and should inform also Project Sponsor upon project health, without bypassing the Senior Project Manager.
He/she needs to assess key information of projects in hand, compared to project key parameters (metrics) and reference figures for benchmarking the project.
He/she has to develop a work break down structure and execute an effective cost- and progress control. He/she has to implement an adequate reporting structure, including scope change control.
He/she needs to control principal’s cost- and scheduling commitments and priorities, which requires sensitivity.
He/she should have the authority and personality to challenge the client and is able to withstand and re-negotiate unrealistic expectations in his/her area of responsibility.

Effective Project Progress Control:
Project progress measurement (engineering-, procurement-, contracting-, construction-, scope change- progress versus the plan)
Progress reporting (current and accurate information of project plan)
Assessment of project schedules and progress reports developed by engineering contractors and feedback to Senior Project Manager.
Interacting with Contracting/Procurement departments:
Contracting and procurement plans (which acquire goods and services from outside the performing organization)
Identifying bidders, pre-qualification, bidding, awarding administration and close out.
Administration of accurate cost data
Asset accounting (capital and expense)
Support a finance audit.
Project Close outs
Evaluation lessons learned
Input into benchmark data
Development/definition of project key parameters (“metrics”) for project scheduling and cost engineering related to studies, conceptual design and preliminary engineering, basic engineering, up to and including EPC project phases and revamps.
Development, definition and implementation of project control methods, -tools and work processes
Academic level: University or bachelor degree in a technical science added with education in business administration and/or business management.
At least 10 years of documented experience with project controls (cost and scheduling) of various complexity and capital investment.
Certified Cost Professional (CCP) certification or equal is required.
Basic understanding of chemical (for LS: pharmaceutical) processes.
Basic understanding of mechanical, electrical and instrumentation (sub)-systems.
Knowledge of construction techniques and practices.
Good knowledge and experience with project control techniques, project risk assessment, benchmarking, project control tools, -practices and principles.
Good knowledge of financial control, financial reporting and administration systems (e.g. SAP)
Good knowledge of DSM work processes (a.o. PMP, Large & Small Capital Projects, Operational, Technology Transfer, etc.), Value Improvement and current Good Manufacturing Practices.
Good knowledge of Total Quality Management.
Excellent understanding of contracting principles and the contracting process.
Good social and communicative skills.

Good knowledge of English both in speech and writing
