We are seeking a qualified individual to serve as our site-based representative for the duration of that construction contract. This individual will monitor and report the daily activities and progress of the project throughout the construction period, as well as a variety of administrative duties outlined below. This individual will carry primary responsibility for the quality of construction and its compliance with the contract requirements as described in the contract documents. LAN's design team will provide technical assistance in evaluation of submittals and resolution of requests for clarification.
The site-based representative must demonstrate adequate experience and understanding of the applicable construction techniques to assure that he or she can properly identify compliant construction results and obtain technical support in a timely manner to resolve questionable issues.
Construction will include onshore sheet piling, offshore pipe piling, excavation and backfill, heavy paving, and several piped utility systems including domestic water, compressed air, fueling, lube oils, sanitary discharge, and contaminated bilge water.
The site-based representative is expected to monitor the contractor's schedule and all construction activities, provide daily written and photographic construction reports, review and approve monthly pay requests, and conduct meetings between the Contractor, TxDOT, and the design team. A more thorough description of anticipated duties follows:
Establish procedures for receipt, review and approval/rejection of relevant Project-related construction records
Develop and maintain a system for tracking and recording all Project-related construction records related to RFIs, CO requests, RFP's for CO's, Contractor's submittal, shop drawings, etc.
Conduct a Pre-Construction meeting at the site prior to the start of construction
Prepare the agenda, chair meetings, and provide minutes associated with monthly Work progress meetings to all parties in attendance. Conduct any other meetings scheduled by TxDOT, the Design Team disciplines or the Contractor and circulate meeting minutes to all parties in attendance
Review the Contractor's Project Schedule, Schedule of Values, Submittal Schedule, and Equipment Lists and list of proposed subcontractors
Review periodic updates of all schedules with TxDOT and the Contractor
Be TxDOT's representative by advising and consulting accordingly
Monitor progress and the quality of the Work to ensure compliance with the Contract Documents
Coordinate the Design Team site visits as necessary to observe progress and the quality of the Work that is related to the Team's individual disciplines
Submit written reports of the meetings and site visits, and otherwise keep TxDOT informed of Project progress and the quality of the work
Notify TxDOT and Contractor in writing of any Work not in conformity with the Construction Documents, and make recommendations to correct the deficiencies or defects
Monitor the Contractor's schedule through the duration of construction
Assist TxDOT in reviewing all relevant activities and advise TxDOT of scheduled progress
Review the Contractor's finished work to ensure compliance with the technical requirements of the Contract Documents before invoices are approved for progress payment
Certify the Contractor's request for payment for the contracted amounts based on the value and quality of Work produced
Review testing of construction materials and installed systems, where necessary, and acquire completed test reports for submission to the technical disciplines for review
Respond to the Contractor's questions and inquiries and provide supplemental information as appropriate
Conduct and/or participate in concealed space observations, systems start-up observations, operational demonstrations and substantial completion work observations to determine the dates of substantial completion, and final work observation
Prepare, assemble and distribute the official punchlist(s)
Review the Contractor's guarantees and warranties for completeness
Review the as-built drawings for purposes of certifying progress payments and advise TxDOT as appropriate
Review as-built drawings for completeness at substantial completion and final completion
Review the Contractor's record drawings, O&M instructions, and all other close-out documentation
Certify final payment to the Contractor when the requirements of the Contract have been met
Review the Contractor's milestone schedule updates to be submitted on a monthly basis prior to construction payment application
Advise Owner on Warranty items, inspect Warranty work, and participate in one year warranty review
20 plus years experience in construction management
Experience with marine bulkhead and upland wharf deck construction
Experience with offshore pipe pilings
Heavy site civil construction including earthwork and concrete
Must have TWIC Card
