Posting Summary: The University seeks an experienced, forward-thinking IT professional to serve as the Program Manager for Identity and Access Management (IAM). The IAM Program Manager will lead a technical project team in a major effort to replace the University's central identity management systems via the implementation of a modern IAM framework -- a set of business processes, policies, data governance, and supporting technologies that enable appropriate and timely creation, maintenance and use of digital identities. The Program Manager will collaborate on, and monitor the activities of, a variety of IAM-related projects and initiatives, to ensure coordination of efforts, appropriate integration, and synchronization of key project timelines, product/service implementations and system enhancements. Qualified candidates will have a Bachelor's degree and significant IAM technical, architectural and managerial experience in a complex organization, preferably in a University setting. The IAM Program Manager will report to the Deputy CIO. Duties include: -Lead and manage team and individual efforts to analyze, document and prioritize complex functional and technical requirements for the new IAM system components via a collaborative process of stakeholder/focus group engagement, data governance decisions, technical design reviews, steering committee oversight, and the coordination of various -Lead a comprehensive evaluation process to select vendor IAM solution(s), in alignment with established IAM project principles and requirements -Provide direction and management to the core and extended IAM project team(s), including highly technical team members from all areas of the central IT organization. -In collaboration with other IAM-related project teams and major system implementation efforts, develop and execute a comprehensive IAM program plan and project plans for the implementation and configuration of new IAM system components, ERP data connectors, a data governance process, a future operational staffing and support model, etc. -Ensure the successful coordination and implementation of phased incremental, short-term, and long-term IAM improvements, with strong collaboration and integration with other major projects (Multi-factor authentication, Office365 implementation, Workday implementation, etc.). -Ensure quality delivery of prioritized IAM project principles and objectives. -Develop comprehensive program/project communication plans to socialize and explain new IAM improvements, workflows, implementation timelines, etc. -Align IT resources to project requirements and timelines. -Develop and maintain deep understanding of institutional data and business/transaction events (per various systems of record) pertaining to the provisioning, maintenance, and de-provisioning of all constituent types and multi-role affiliations. -Devise and configure approaches for maintaining the identity and entitlements repository; capturing, organizing, viewing and assigning appropriate entitlements to identities. -Devise and configure tools, workflows, etc. to appropriately configure and process IAM fulfillment and connectors, ensuring synchronization between source and target systems. -Ensure that all aspects of the new IAM solution and related components are in compliance with internal architecture and security standards.

Required Specific Experience: Significant technical IAM experience (at least 5 years) in a complex environment, including identity stores, provisioning/de-provisioning, authentication and authorization, SSO, privilege management, and group/attribute management Experience implementing vendor solutions for large-scale, enterprise systems Experienced with data transformation and real time integration strategies and technologies (ETL, Web Services, Messaging).

Preferred Specific Experience: Demonstrated IAM experience in a comparably complex higher education setting Experience integrating IAM solutions with Workday, PeopleSoft Campus Solutions, Oracle eBusiness Suite or comparable ERPs Strong technical/systems architecture expertise Experience successfully implementing a major IAM vendor solution, managing vendor/implementation partner relationships, and migrating/transitioning from a legacy IAM system Significant project management experience in a complex organization Previous experience supervising highly technical teams Familiarity with PMBOK and PM best practices.
